You will need ecu with vtec controll and remap it to work with 1400cc engine

just change the switch, nothing else need
you can see the part number on the picture, it is same for 96-00

It is somehow common problem for 98-99 civics. Yes, it will work with usdm ecu.
The ecu differences is for emissions regulations and fuel map differences.
In case of manual ecu then it will needed add clutch sensor in eudm car in order to work with usdm ecu.
Since it is auto there is no such problem

What can you find but I think now is selling MTF3,
maybe you found mtf2 from old stock so I say go for mtf3
