well, i think you should take the red key to the dealer.
They need that to make a new key for you, if i'm correct.

well go here and buy a blank

tell him you have a 96-00 civic, he sends you a blank key that matches that car, and then you have it cut at a locksmith or whatever according to your red service key

But the USDM civic don't have immobilizer, so they will not work. The EUDM 96-00 civics have immobilizer.
Maybe is better to go where sells and fix-cut keys probably they can make the right key with immobilizer and cut according to the red one.

if the same stands for your country too, then you can make a new key and have it programmed with a device meant for this reason. They are universal ones. With 60e you have it made in my home town. The dealers might ask for more. You are lucky to have the red key, i never got mine despite the fact that i bought the car as new, the dealer kept it for himself and i only got to know about the key's existence many years later.

Despite the red key I have been told most key smiths can simply copy the black one including immobilizer. I've seen a guy do it on a 98 Nissan Almera recently.
